Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

This position will be based in Somalia’s Puntland region to support the Head of Country Cluster Delegation and the Regional Security Coordinator in day-to-day strategic and operational security management the country.

Job Purpose

The Security Delegate will work with the Africa Region Security Coordinator to ensure that the IFRC’s Minimum Security Requirements (MSR) are implemented in Somalia.

The role will constantly monitor the volatile security situation in-country, throughout the different regions where activities are being implemented, as well as the travel routes to those locations, and in particular the sites of renovations of primary health centres or vaccination sites. Additionally, the Security Delegate will coordinate effective security processes and procedures that aim to further improve the IFRC’s overall security management in operations.

Job Duties and Responsibilities

  • Monitor and analyse the security situation in Puntland and Somaliland as well as identify security-related trends and issues that affect the IFRC, and issue alerts, advisories, and regular analytical reports. Prepare recommendations to the Senior Management on changes to operations and/or procedures to address identified security trends and issues.
  • Establish and maintain internal / external security-related contacts and participate in security meetings both internally and externally with ICRC, UNDSS, other UN agencies, INSO, local authorities and NGO’s and others as required.
  • Monitor the evolving security situation in the different regions where activities are being implemented, as well as the travel routes to those locations.
  • Undertake security assessment missions according to the needs and as directed by the Regional Security Coordinator to ensure compliance with the IFRC’s MSRs.
  • Advise Senior Management on coordinating actions required to deal with security sensitive situations and if required the management of critical incidents.
  • Follow up on security incident reporting and assist the Senior Management in incident analysis and incident mapping.
  • As directed by the Regional Security Coordinator and/or HoCCD conduct briefings and/or training sessions for delegates, IFRC employed national staff, and volunteers in both basic security awareness and technical security related areas such as defensive and 4X4 driving, radio communications, etc.
  • Liaise and coordinate with contracted office guard force provider to ensure full compliance as per established service provider contract.
  • Ensure that security guards working at IFRC locations are trained in standard operating procedures, and emergency procedures.
  • Be available 24/7 to support senior manager in responding to IFRC or RCRC-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
  • Liaise and coordinate with national society in matters of security risk management.

Education

  • Relevant university degree or extensive professional qualification in security management
  • Successfully Completed the all three levels Stay Safe e-learning courses.
  • Basic Delegates Training Course or equivalent knowledge

Experience

  • 5 years of professional experience in a similarly wide-ranging role.
  • Field experience in humanitarian security work, preferably in the Central Africa sub-region and with the RC/RC.
  • Demonstrated understanding of key principles of Humanitarian Coordination from a RC/RC Movement perspective.

Knowledge, Skills and Languages

  • Demonstrated success in planning, project management and reporting.
  • Advanced computer knowledge as user.
  • Sharing the RC/RC principles and values.
  • Ability to work in a multicultural environment.
  • Proven ability as a good communicator.
  • Fluent spoken and written English
  • Good command of another IFRC official language (Arabic)
