Shuraako (www.shuraako.org) has been operating throughout the Somali region since 2012 with offices in Hargeisa, Garowe, and Mogadishu.

With its headquarters in Colorado and offices around the world, OEF operates as a portfolio of peacebuilding programs, each with its own director, strategy, and budget. What holds them together is a common purpose: to provide an impartial platform for diverse stakeholders to form adaptive problem-solving networks for peace. At the foundation level, OEF provides the financial, strategic, and operational support needed to iteratively develop solutions to complex problems that could not have been designed in advance.

Primary Role

The Investment Manager shall support the development, implementation, and ongoing support of Shuraako’s business and financial development. The Investment Manager conducts desk due diligence on loan applications and assembles loan packages and assists with presenting them to an investor committee. Will do site visits to businesses as needed. The Investment Manager oversees the tracking of business proposals, loan applications, programmatic reports, and loan repayments. The Investment Manager will work closely with Senior Field Managers (“FM”), Senior Investment Managers (“SIM”), and Program Specialist to ensure adherence to Shuraako policies and procedures. Also, will do collection of loan application documentation, due diligence procedures, application issues, servicing of approved loans, etc.

Primary Responsibilities:

  • Receive applications and conduct due diligence reviews of applicants' organization and operational capacity, i.e., analyze loan applications and conduct financial analysis on applications to ensure business models are viable and the business is ready for financing.
  • Investment Manager will be responsible for the writing and completion of investment packages.
  • Communicate with applicants (via email and phone calls in English and Somali language) regarding their loan application and loan servicing, i.e., missing application materials, clarifying business operating model and/or financial expenditures, etc.
  • Review investment applications for completeness and adherence to internal guidelines and legal requirements
  • Present loan applications to an investor committee to receive the necessary approval to issue loans
  • Monitor loan repayment data, report submissions, procurement deadlines, project-related activities, and other necessary data
  • Assist Field Staff to work directly with investment recipients, who will be local businesses, to monitor and support their loan as necessary
  • Problem solve with team members and clients if issues arise
  • Tracking data and closely monitoring clients and/or loan applications for issues and/or non-repayment
  • Oversee the reporting function of their assigned portfolio required and deliver results to the applicable party, i.e., repayment, integrity, development impacts, etc.
  • Provide internal memos and briefings on relevant topics, as assigned
  • Perform other duties and responsibilities, as requested

Required Education, Knowledge, Skills, and Competences:

  • Minimum requirement is a bachelor’s degree, with a preference given to those with MBAs, CPAs, and/or CFAs. Academic focus should either have been in Accounting or Finance.
  • Minimum two years’ experience in either accounting or finance, including commercial banking, investment banking or financial services.
  • Possess business acumen and have prior experience in assessing loan applications. Preference given to applicants with previous commercial underwriting experience.
  • Strong accounting background required with ability to understand how balance sheet, income statement, and cash flow statements relate to one another.
  • Local language fluency required
  • Understanding of IRR and NPV and use these methods to price loans.
  • Strong attention to detail.
  • Strong organizational skills and ability to manage multiple tasks.
  • Strong business writing skills and ability to convey messages to both investors and partners.
  • Mastered MS Office Suite (including Word & Excel).
  • Exposure to emerging markets is preferred.

Preferred Qualifications:

  • Experience or interest in the Horn of Africa (particularly Somalia) a plus
  • Past experience in finance and interpreting business documents
  • Past experience in and/or comfortable reporting to multiple managers, working across departments to complete tasks, and dealing with ambiguity, or false-starts/failures
  • Past experience creating, improving, and/or implementing loan approval processes and procedures
