Background
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
Roles and responsibilities
The Security Coordinator assists Health Safety and Security Manager at the Country level and the Arear Manager of South Central Region in ensuring the effective health safety and security management practices across the country and safety of the NRC staff and assets in Somalia through the implementation and compliance oversight of relevant policies and procedures. The Health Safety and Security Coordinator plays a key role in establishing and maintaining relevant in-country networks specifically in South Central Region, primarily vis-à-vis national counterparts, supports crisis and incident handling processes and cover the role of Health Safety and Security Manager during his absence.
The Health Safety and Security Coordinator is responsible for assisting the Area Manager SC Somalia and Country Health Safety and Security Manager in ensuring the safety and security of staff and programme implementation.
Generic responsibilities
- Support the Health Safety and Security Manager to monitor, evaluate and suggest changes and improvements to the NRC Health Safety and Security Management System based on observations and inputs from NRC staff;
- Will act as the Health Safety and Security Focal Point for the South Central Region and ensure the effective health safety and security management practices are followed and compliance is achieved in south central region in specific.
- Support the Health Safety and Security Manager in the contextual analysis in order to track major development related to the security situation in NRC’s areas of operations
- Advise the Area Manager (South-Central Region), Health Safety and Security Manager, and the management on specific security issues and play his role in incident and/or crisis management situations when a crisis arises.
- Communicate and coordinate security activities and tasks with other NRC security staff in all field locations.
- Support the Health Safety and Security Manager to coordinate and liaise with other NGOs, UN agencies and Local authority’s / security services to establish a network for security information exchange
- Support other parts of NRC in establishing relationship with relevant governmental counterparts;
- Assist in and/or lead the rapid risk assessment of new areas of operations.
- Assist the Health Safety and Security Manager in regular security risk assessment for all locations with NRC presence
- Assist the Health Safety and Security Manager in providing security trainings, inductions and briefings to the staff.
- Share situational alerts and updates, and advisories with all staff in South-Central Region.
- Ensure that the incident reporting protocols are followed and all incidents are reported to the management in line with the set NRC standard procedures.
Specific Job Description
- Support the Health Safety and Security Manager to ensure that NRC’s security management systems are developed, strictly implemented, reviewed and updated.
- Ensuring that Standard Operating Procedures relating to SC Somalia are followed
- Conduct security assessments and prepare risk and situational analyses as requested by the Area Manager and Health Safety and Security Manager.
- Establish/maintain effective security information networks with external actors
- Develop networks locally with stakeholders and partner organizations
- Attend Humanitarian Security meetings held in SC Somalia (e.g. INSO, UNDSS, OCHA)
- Assist the Area Manager and Health Safety and Security Manager in obtaining information, analysis and contributing in developing and updating HSS documents.
- Assist in the development of the Area Programme strategy and supporting documentation as required.
- Ensure the area offices has appropriate communications equipment according to risk assessment.
- Manage the flow of Security related information in a manner that protects information security principles and appropriately informs staff.
- Operational supervision of guards at the Area Office level in South Central region including Mogadishu.
- Ensure that all staff in South Central Region including international staff and visitors give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations
- Contribute to improve humanitarian access for NRC operations across South Central region by providing technical support on tools and strategies, ensuring capacity building for field staff in South Central Region and other areas (as assigned), and supporting AM SC region and programme / support staff in managing access related incidents.
- Create routines in the AOs for regular refresher trainings, and it includes but not limited to; conducting inductions and briefings, HSS awareness sessions, drills, trainings, etc.
- Support HSSM in developing and maintaining area HSS documents and procedures including strategy and budget, and ensure consistency and accountability of security and safety procedures across the whole area office.
- Support the effective response to the emergencies and generating response.
- Ensure vehicle and staff movement are monitored through structured telephonic/ radio checks and contacts with all field staff and vehicles
- Ensure that all communication, safety and security equipment are maintained and in working condition and the assets inventory list is updated regularly, across all offices in SC region including Mogadishu
- Maintain custody of the office keys
- Prepare periodic security updates and reports
- Performance Management of Security Guards, HSS Officer and HSS Assistant/ Driver.
- Any other similar task assigned by the supervisor
Our Ideal Candidate:
- Minimum three-year experience from working at a senior/ similar level within security management set-up
- We are looking for a university degree graduate.
- Minimum 16 Years of Education
- Candidates holding Safety and Security Management Certification will be preferred.
- Experience in working with and understanding the security management processes in a humanitarian INGO context and Previous experience from working in complex and volatile contexts
- Demonstrated ability of decision-making, communication, incident management, conflict resolution and negotiation.
- Analytical skills and attention to detail.
- Ability to work under pressure, manage stress and under extreme challenging environments
- Very good English language and report writing skills – written and spoken .
- We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
What We Offer:
Contract period: Up to December 2023, with possible extension
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Mogadishu
Travel: up to 60% (30% within South Central Somalia and 30% in rest part of Somalia)
