Programme Officer Organizational Setting and Work Relationships The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Education & Professional Work Experience
For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree.
Field(s) of Education Economics, Business Administration, Social Sciences or other relevant field.
Essential
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
Desirable
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Language Requirements

The desirable candidate should have prior experience working with diverse humanitarian, developmental and governmental institutions. In addition to Programme management knowledge and skills, candidates with additional training in livelihood, cash-based interventions and micro-finance management will be preferred. Nature of Position:
The Programme Officer is the Head of the Admin/Programme Unit reporting to the Head of Sub-Office, while maintaining functional linkages with the Senior Programme Officer and the Senior Admin/Finance Officer at the Representation Office.
The incumbent has direct supervisory responsibility for programme and admin/finance staff which includes programme unit, admin/finance, livelihood and ICT. S/he may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programme and financial objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Officer. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.
The incumbent is required to have strong knowledge of programme management as well as exposure to admin/finance function. Experience in managing Programme/Admin in field Offices is required. S/he will supervise, coach and guide both international and national staff under her/his supervision. External contacts are predominantly with person on subject matters of importance to Organization 's admin/programme (e.g. counterparts in other organizations or at working level in national Governments). In addition, S/he will coordinate the IDP cluster of Shelter/NFI. The incumbent from time to time will also be placed as officer-in-charge in absence of the Head of Office.
Hargeisa/Somaliland is a non-family duty station and the incumbent will be subject to the overall direction and guidance of the UN Designated Official (DO) for security and will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the DO. While in Somaliland, the incumbent will be accommodated at an accommodation that has been cleared by UNDSS.
The incumbent will be living in one of the villas (one bed room apartments) located next to Ambassador Hotel compound (near Hargeisa airport). The villa has one bedroom, one bathroom, kitchen, living room with a dining area. Cleaning and laundry services are available whenever desired.
Candidates with conditions requiring special attention, regular treatment or medical supervision should be appropriately advised. The hospitals which have better facilities in Hargeisa and recognized by UN Dispensary are: Gargaar Hospital, Edna Adan Hospital, Hargeisa Group Hospital, Canadian Hospital and International Hospital. All these hospitals are in Hargeisa.
The major telecommunication companies in Hargeisa are TELESOM and SOMTEL.
In Hargeisa, the major banks which international staff can use Dahabshil Bank and AMAL Express. There are ATMs operating at the Ambassador Hotel.
