Background

The project will seek to facilitate investments in Somalia and strengthen business linkages between Somalia and the European Union.

The overall objective (Impact) to which this action contributes is: Increased sustainable investments and trade between the EU and Somalia in the framework of the European Green Deal.

The specific objective (Outcome) of this contract are as follows: Improving the business environment in key value chains in Somalia by (i) Supporting an inclusive public-private dialogue (PPD) between the EU and Somalia (ii) building local capacities and providing technical assistance to attract sustainable EU investments.

The expected outputs of this contract are as follows:

• Output 1: EU-Somali Investment, Trade & Business Platform (ITBP): Facilitating a continuous engagement with investors and firms on trade and investment in Somalia and in the EU.
• Output 2: Facilitating the dialogue on EFSD+ opportunities in Somalia (for guarantees, blending, TA) with a focus on green investments, while involving European DFIs, EU Member States, relevant Financial and Technical Partners, other national/local stakeholders, and INTPA

Commencement date of the project: 01 November 2023

Duration of the assignment: 24 months

Requirements

Qualifications and skills

• At least a Master's Degree in finance, business administration, economics or other relevant in the context of this assignment.
• In absence of a Master's Degree, she/he should have equivalent experience defined as at least a Bachelor's degree and 8 years of specific professional experience
• Excellent team management, organizational, communication and facilitation skills.
• Excellent project management skills, including reporting.
• Excellent written and spoken English.
• Research skills.
• Fully computer literate

General professional experience

• Minimum 7 years of relevant experience in large investment projects (above 1 million €), advising clients and coordinating with local authorities and stakeholders

Specific professional experience

• Minimum 7 years of senior expertise in the areas of investment finance, coherent with the requirements of this assignment, including experience in working with foreign investors, including Development Finance Institutions; familiar with due diligence, environmental and social standards.
• Knowledge of EU institutions and EU policies in partner countries.
• At least 2 years of professional experience in Africa.
