The International Organization for Migration (IOM) has been assisting the Somali authorities in strengthening Immigration and Border Governance (IBG) in order to promote safe, humane and orderly migration and support the authorities’ ongoing effort to improve migration and security management. To these objectives, IBG programme supports strategic advancements in the following five thematic areas of capacity building in Somalia: 1) Legislation and policy; 2) Infrastructure; 3) Border Management Information Systems (BMIS); 4) Intra-state and inter-regional and cross-border collaboration; and 5) Organisational development and management of immigration departments.
Through the past projects, IOM Somalia’s primary focus has been on upgrading technology and physical infrastructure of Somalia’s immigration offices, and selected ports of entry in order to assist the immigration authorities to conduct effective immigration processes using Migration Information and Data Analysis System (MIDAS), IOM’s BMIS. It is also focusing on putting in place sound organizational procedures to improve the immigration institutions’ overall functionality. The programme is gearing towards strategic incorporation of security control by the Somali authorities, such as introduction of second-level inspection in immigration processes, Advanced Passenger Information (API) systems as well as coordination of alert list collation and dissemination. It is also becoming more involved in discussions around identity management. Geographically, IOM plans to expand its assistance to new ports of entry, with particular attention to enhancing the migration management service delivery at port of entry (POE) between Somalia, Kenya and Ethiopia.
Interacting with multiple Somali authorities whose needs and capacities are at different stages, the programme is funded by different donor governments and requires macro- and micro-level attention to the political, security and socio-economic landscapes of Horn of Africa and Somalia.
At this time, the Federal Government of Somalia is also seeking to develop a number of programmes which involve the large scale collection of biometric data; namely a National ID card, and a voter registration exercise. Where appropriate, and as designated by the CoM, IOM Somalia engagement in these programmes will be led by the IBM unit.
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Deputy Chief of Mission, or delegated authority, and in close coordination with relevant Regional Thematic Specialist in IOM’s Regional Office in Nairobi, the African Capacity Building Centre (ACBC) and IOM Headquarters (HQs), the Programme Manager (IBG) will be responsible for the management, implementation and coordination of the IBG programme in Somalia. They will be expected to closely coordinate the programme with other programme managers as well as with the Project Support Unit (PSU) and the Public Information Unit (PIU) in communication with the donor governments and other stakeholders.
Education
Master’s degree in Political, Social Science or Business Administration, International Relations, Law, Labour relations, or a related field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience. Experience
Experience in project/programme management with UN agencies or non or governmental organisations in migration management focusing on border management, Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements;
Experience in conducting Monitoring and Evaluation (M&E), with understanding of M&E tools and approaches;
Demonstrated experience of finance, procurement and human resource management in the context of a project or a programme;
Experience in designing, planning, organizing, and delivering trainings;
Experience of project development, including the associated budgets;
Experience in programme strategy development;
Experience in writing Projects, Concept notes, training plans, statements of works, standard operating procedures and detailed instructions;
Experience providing support to national efforts in the area of training/capacity building, law enforcement, operations, border security and/or management, security sector management is desired;
Previous experience in strategic/technical advisory and coordination is desired. Skills
A Technical understanding of Border Management Information System (BMIS),
Knowledge and familiarity with programming in crisis or post conflict environments;
Familiarity with the current political contexts of Somalia an advantage;
In depth knowledge of BMIS matters related to Transnational Organized crime;
Coordination and liaison skills between Mission’s units in implementing the programme;
Report writing skills or regular briefs and donor reports or concept notes. Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
