IOM’s programming in Somalia stand on three main pillars: 1) Humanitarian Response; 2) Recovery and Durable Solutions; and 3) Migration Governance and Development. Humanitarian response programming includes Camp Coordination and Camp Management (CCCM), Migration Health, Shelter and Non-Food Items (NFI), Displacement Tracking Matrix (DTM), and Water and Sanitation and Hygiene (WASH). Recovery and Durable Solutions programming includes Stabilization and Transition Initiatives, as well as Disarmament, Demobilization and Reintegration (DDR). Migration Governance and Development includes Immigration and Border Management (IBM), Labour Migration and Human Development (LHD), Migrant Protection and Assistance (MPA).

Under the overall supervision of the Regional Director for East and Horn of Africa, the direct supervision of the Chief of Mission (CoM) in IOM Mogadishu, Somalia and in close coordination with relevant departments in Headquarters (HQ), the successful candidate will be responsible for overseeing programming for a wide range of programmes and projects being implemented in Somalia Country Office (CO), including its Sub-Offices. In addition, the Deputy Chief of Mission will support the Programme Managers across a variety of migration thematic areas and represent the IOM Somalia CO in the absence of the Chief of Mission.

Core Functions / Responsibilities:

  1. On behalf of the Chief of Mission (CoM) in Somalia, engage with UN, donor and other partners in order to support the needs and objectives of the IOM Somalia CO; support the CoM to maintain working relationships with local and national government authorities and other institutions in Somalia.
  2. Head the Programme Support Unit and other relevant programmatic and support functions in the CO to ensure effective, efficient and context appropriateness of CO activities.
  3. Represent IOM at UN fora, and related sub-working groups, to ensure to the extent possible, alignment between the work of IOM Somalia CO, national development priorities contained within the National Development Plan (NDP) and joint UN strategies for Somalia.
  4. Oversee the formulation of country strategies, policies and approaches across IOM’s operational portfolio, and identify and develop new programmes to address emerging needs, in close coordination with the Programme Support Unit.
  5. In close coordination with the Resources Management Unit (RMU), Programme Support Unit and respective Programme Managers, ensure compliance of all projects with IOM and donor regulations, policies and obligations as indicated in the funding agreements, project documents, work plans and budgets.
  6. Operationalize the development and supervise IOM Mission Strategy and Operational Plans, in close coordination with the Programme Support Unit; expand and strengthen monitoring and evaluation within the CO; including technical, budgetary, administrative, and security issues.
  7. Chair the Senior Management Team and Senior Operational Team meetings in the absence of the Chief of Mission.
  8. Supervise, in conformity with IOM standards, the planning and implementation of initiatives aimed at promoting IOM and donor visibility, in close coordination with Programme Support Unit. 9 .Contribute to building the capacities of IOM staff in the thematic areas through on-the-job mentoring and training opportunities.
  9. Supervise and promote fluid information-sharing and coordination among programmatic, resources management and programme support teams.
  10. Formally deputize for the CoM on an ongoing basis and exercising the CO, staff and financial management responsibility in Somalia or in Nairobi COCF, including facilitating Senior Management Team (SMT) and the Program Management Team (PMT) meetings as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations, Business Management or a related field from an accredited academic institution with ten years of relevant professional experience; or • Bachelor’s degree in the above fields with twelve years of relevant professional experience.

Experience

• Experience at international level on managing programmes covering emergency, stabilization, and development programmes; • Proven experience managing a large office and supervising diverse teams; • Extensive experience in public relations, as well as in liaising with governmental and diplomatic authorities and institutional institutions. • Proven experience in managing missions with complex emergencies and crises • Experience in the Humanitarian and Development Nexus • Experience representing IOM at the HCT and UNCT Skills • Strong donor liaison and fundraising skills; • Sound knowledge of programme development, management, and capacity-building methodologies; • Effective resource management skills.

Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of either Somali, Arabic, French, and/or Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This will be verified as part of the medical clearance process.
