Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to four hundred staff in partnership with the Federal and State line ministries.

Reporting Lines

The Monitoring and Evaluation (M&E) Data Specialist will be under the overall supervision of the FAO Representative in Somalia, the general supervision of the Head of Programme and direct supervision of the Monitoring and Evaluation Officer, and in collaboration with technical sectors of FAO.

Technical Focus

The National M&E Data Specialist will support the M&E data collection and management including collation, entry/storage, verification, quality assurance, and reporting.

Tasks And Responsibilities

Under the overall guidance of the FAO Somalia Representative, the general supervision of the Head of Programme and direct supervision of the Monitoring and Evaluation Officer, and in collaboration with technical sectors of FAO Somalia, the incumbent will perform the following duties:

  • Support quality assurance processes for M&E data cleaning and integrity checks – in particular identifying outliers, missing values and errors.
  • Assist in training of M&E personnel of FAO Somalia, Government counterparts, implementing partners and Third-party Monitor (TPM) on M&E related topics.
  • Assist in designing of M&E studies with special focus on developing data collection tools, methodologies and quality assurance processes.
  • Closely work with the Information Management Unit of FAO Somalia in developing data collection tools and in issues relating to application of technology.
  • Support designing and implementing data entry, processing and analyses of M&E studies, in particular in relation to resilience baseline surveys and impact evaluations.
  • Assist in managing and maintaining FAO Somalia M&E database including tracking data entry, conducting data quality checks, and generating reports.
  • Participate actively in planning and conducting monitoring and impact assessments studies.
  • Contribute to the development of new projects by supporting the development of logical framework; and
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Statistics, Econometrics, international development, monitoring and evaluation or a related field.
  • Five years of relevant experience in M&E data management and creating data visualizations within Somali context.
  • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.

Technical/Functional Skills

  • Experience working with UN or FAO or other international development or donor partner in Somalia.
  • Experience in designing M&E tools and strategies for large/complex data collection, analysis and production of high-quality reports for both quantitative and qualitative research.
  • Working knowledge of online data collection tools including Kobo Toolbox and ODK.
  • Knowledge of key food security and agricultural livelihood indicators.
  • Experience in capacity development for MEL.
  • Excellent skills in SPSS, STATA, R and excel spreadsheet development and maintenance.
