Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to four hundred staff in partnership with the Federal and State line ministries.
Reporting Lines
The position is under the overall guidance of the FAO Representative in Somalia, the direction of SWALIM Technical Advisor and the direct supervision of the Head of SWALIM's Geospatial Unit.
Technical Focus
The incumbent will assist SWALIM Geospatial unit in the implementation of geographic information systems, generating geospatial information on land and water sources, including change detection and environmental monitoring activities.
Tasks And Responsibilities
Under the overall guidance of the FAO Officer in Charge for Somalia, the direction of the Technical Advisor and the direct supervision of the Head of SWALIM's Geospatial Unit, the incumbent will be responsible for analyzing satellite images by using GIS software to generate information on natural resources.
Specifically, She/he Will
- Perform GIS data development through digitisation, scanning and geo-referencing of features from maps and images.
- Carry out data management through data cleaning, aggregating, filing, updating and backing up of GIS data and related information.
- Identify, download, store, retrieve, pre-process, interpret and analyse satellite images for monitoring of agricultural areas, status of agricultural infrastructure and livestock watering facilities.
- Carry out satellite image interpretation and analysis for generation of data and information on extent of flooded agricultural areas during rainy seasons.
- Analyse satellite images for generation of data and information on the location and number of river breakages before the start and at the end of rainy seasons in Somalia.
- Develop GIS datasets for land degradation and drought monitoring systems and ensure they comply with international standards for projections, attribute completeness, field definitions, meta-data, and map layouts.
- Aggregate, process, analyse and compile statistics and maps of generated data for presentation and reporting as directed.
- Digitise Somali water sources data as polygons to provide information on the sizes of different water reservoirs and dams.
- Provide technical support to staff from the Land and Water themes for the spatial analysis and presentation of land and water related data in a GIS context.
- Assist in producing scripts for image processing & analysis through Google Earth Engine and other web based geospatial platforms.
- Contribute to delivering data to clients and partners and support the Communication Officer with follow up activities to monitor and support the use of the spatial data.
- Prepare information and maps for supporting NGOs in identification of rehabilitated canals and water catchments, assemble and sort out photos submitted by NGOs and link them to canals/water catchments, enter field information into the monitoring system, and guide NGOs on use of the maps.
- Develop Remote Sensing and GIS training material.
- Organize and undertake GIS, Remote Sensing, GPS, and any other relevant Geospatial information production training for staff of the IMCs and Somali institutions counterparts.
- Support other FAO Somalia sectors in their geospatial and mapping needs.
- Perform other related duties as required by the Head of SWALIM Geospatial unit and the Technical Advisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University Degree/Diploma in either Remote Sensing, Cartography, Surveying and Mapping, Geographic Information Systems, or other related fields.
- At least 5 years of work experience in remote sensed data interpretation for environmental monitoring (for degree holder) or 7 years of work experience in remote sensed data interpretation for environmental monitoring (for a diploma holder).
- Working knowledge of English and Somali and limited knowledge of Arabic.
- National of Somalia.

- Demonstrated ability to use Geographic Information Systems & Remote Sensing applications including ERDAS, ENVI, and GIS software such as ESRI ArcGIS suite, Quantum GIS etc.
- Knowledge of cartographic techniques and field survey techniques including the use of GPS and mobile data collection tools
- Experience with cloud-based geospatial platforms, especially Google Earth Engine, ArcGIS Server, GeoNode, PostGIS and GeoServer.
- Ability to work under minimum supervision.
- Good knowledge of the UN work system and ability to work effectively with people of different national and cultural backgrounds.
