Overview of position:

  • The Labour Mobility & Social Inclusion (LMI) unit in Somalia focuses its interventions on fostering synergies between labour migration & development, by adopting measures to maximize sustainable development outcomes through migration.
  • One of the largest programs for our client is the Migration for Development in Africa (MIDA), a capacity building program, which aims to strengthen the capacity of government institutions through the engagement of qualified Somali diaspora experts. To date, the program has placed more than 600 Somali experts' assignments at various ministries & institutions. Our client has focused on a broad range of sectors, including: justice, public financial management, public works, health & education, which are crucial for the economic & social development & the stability of Somalia.
  • The LMI unit is also committed to promoting greater mobility & to optimizing the benefits of labour migration for the migrants themselves, as well as for both the countries of origin & destination. In this regard, our cient in Somalia is working closely with key government institutions to strengthen institutional capacity & support in the formulation of labour migration related policies, legislation & effective labour migration strategies.
  • Under the overall supervision of the LMI Program Manager & the direct supervision of the Program & Policy Officer (LMI), the Program Liaison Officer will be primarily responsible for providing support for the planning, implementation & reporting of the activities encompassed under the "enhancing diasporas' operations & coordination in humanitarian assistance for increased impact within a framework for diaspora engagement in humanitarian assistance phase III" project

Role objectives:

  • Coordinate the identification of relevant humanitarian partners & stakeholders, to contribute to the adaptation of the framework for diaspora engagement in humanitarian assistance to the local context & operationalize it.
  • Facilitate coordination & information sharing among diaspora, humanitarian & development country actors, contributing to the contextualization & operationalization of the framework for diaspora engagement in humanitarian assistance.
  • Facilitate coordination & information sharing with relevant governmental counterpatrs & stakeholers contributing to the contextualization & operationalization of the framework for diaspora engagement in humanitarian assistance.
  • Attend meeting with relevant counterparts, including cluster engagement.
  • Compile & submit detailed reports, note for files & minutes pertaining interaction with diaspora, humanitarian & development country actors.
  • Facilitate coordination & information sharing with relevant units within our clients Somalia mission, to support a coherent programmatic approach to the operationalization of the framework for diaspora engagement in humanitarian assistance.
  • Map out & identify suitable diaspora organizations in Somalia to provide concrete humanitarian interventions utilizing the framework & associated tools.
  • Liaise with DEMAC, to allow for more coherent collaboration, by leveraging each actors' skills & promoting clearer & more refined complementarity between respective functions.
  • Keep track of relevant outcomes of the discussion by compiling notes accordingly.
  • Assist compiling the final report on the application of the framework in Somalia, by including good practices on diaspora engagement to inform the work of the global clusters, among thers.
  • Review applications & selection of sub grantees based on objective criteria.
  • Facilitate onboarding of selected sub grantees & support implementation of proposed activities.
  • Monitor & evaluate implementation & support around framework application.
  • Collect, assess & compile results & lessons learned, to incorporate into further framework application.
  • Ensure timely development of project work plans & implementation of planned activities.
  • Organize, facilitate & implement project activities & recommend adjustments & improvements as necessary & ensure that project cycle deadlines are met.
  • Maintain records of project activities, by extracting relevant information from reports, meetings, budget records & other documentation & make information available for briefings & reports.
  • Keep track of all financial, logistical & procurement aspects of the project implementation for Somalia & ensure action & follow up to any realized issues.
  • Perform other tasks as assigned.

Project reporting:

  • This role will work under the overall supervision of the LMI Program Manager & the direct supervision of the Program & Policy Officer (LMI).

Key competencies:

  • Master's Degree in Political Science, Social Science, International Relations or Humanitarian Aid & Development or related field or Bachelor's Degree in the same fields with minimum 2 years professional experience in in the humanitarian & / or development sector.
  • Experience in migration governance, migration for development & diaspora engagement, in emergency & conflict environments.
  • Experience in humanitarian response.
  • Experience in governmental liaison & coordination.
  • Works effectively with authorities, stakeholders, humanitarian & development partners.
  • Experience in working in an international organization.
  • Must have prior work experience in Africa preferably in Somalia.
  • Fluency in Fluency in Somali & English (oral & written) is required.
  • Knowledge of our clients programming on diaspora engagement & migration for development.
  • Knowledge of the key humanitarian & development actors operating in Somalia.
  • Knowledge of the FGoS structure, its key ministries & respective mandate.
  • Knowledge of Somali diaspora organizations & the work they carry out in Somalia.
  • Excellent monitoring & evaluation skills, reporting skiils, organizational skills, accuracy, ability to work with limited supervision.
  • Delivers on set objectives in hardship situations.
