Job Description
The Integrated Operations Director (IOD) will provide oversight to the operations and supply chain in World Vision Somalia to deliver a multi-sector portfolio of projects on-time, on-target, and to-specification. He/she will lead decentralized, multi-departmental teams to deliver a high-quality portfolio of humanitarian and development projects which align to the national office strategy and support Child Wellbeing. The position-holder will lead the development, implementation, and improvement of performance management systems. Moreover, the incumbent will ensure the implementation and improvement of accountability, risk and financial management mechanisms. The position-holder will provide oversight to supply chain function, ensuring strategic, timely and quality procurement and transparent and accountable systems are in place and functional. The incumbent will support and mentor local managers to manage interdepartmental processes, identify challenges and co-create solutions. He/she will support field teams to pro-actively identify risks and take actions to enable smooth implementation of projects. The incumbent will support the mainstreaming of disaster management capacities. IOD will coordinate with security to ensure capacities are in place to implement the organization's core security requirements and manage crisis. He/she will coordinate with quality assurance and technical service teams, ensuring high quality implementation of projects and mainstreaming of standards. The position-holder will lead external engagement with government, NGOs and multi-lateral donors, especially UN to position the organization as a partner-of-choice and coordinate actions.
Major Responsibilites
Provide strong and positive leadership to the integrated operations department by ensuring responsive, effective, accountable and efficient implementation (40%)
- Program performance monitoring mechanisms in-place, operational, downscaled and improved to enable timely, quality, integrated and accountable implementation of projects.
- Provide strategic and operational oversight of WV Somalia portfolio, ensuring systems are in place for effective and accountable deliver of projects.
- Spearhead coordination between departments to identify challenges and opportunities and communicate, coordinate and collaborate for information sharing, joint planning and problem solving.
- Ensure effective support mechanisms are in-place and to-standard to facilitate field-based SomReP, Global Fund TB, and area-based programming, including administration, supply chain, fleet management, and security.
- Support the mainstreaming of enterprise risk and security management.
Major projects and programs are efficient, integrated and coordinated (15%)
- Support Food, Cash, and GIK programming to mainstream Disaster Management standards.
- Ensure Food, Cash and GIK programming has in place an effective mix of technical talents and systems to implement agile, accountable and effective emergency ane early recovery programming.
- Ensure structures and systems are in place for strategic sourcing of GIK in service of sector and program needs.
- Promote integration across BHA-financed interventions, ensuring projects end on-time, on-target and to-specification.
- Support BHA and WFP teams to develop real-time learning and disseminate these key donors.
Agile, timely, accountable and transparent supply chain processes is in place (20%)
- Ensure inter-departmental Standard Operating Procedure (SoP) for procurement process is in-place, understood and guides the timely acquisition of goods and services.
- Lead strategic sourcing process, ensure that strategic sourcing is in-place and updated on a regular basis for high-value, frequently procured goods and specialized services.
- Support project teams to crowd-in technical support to develop and implement procurement plans, put in place capacitated tender committees which meet regularly, and supply chain bottlenecks are identified and resolved.
Spearhead field-level external engagement and positioning (10%)
- Lead engagement with field-based UN partners, including WFP, FAO, and UNICEF to coordinate actions and position the program as partner-of-choice.
- Champion World Vision engagement with coordination, government, and donor, forums, promoting WV leadership where possible.
- Support the development of media and marketing materials to communicate WV's value addition to peers, as well private and public donors.
- Support engagement of WV-led SomReP and Global Fund platforms with government and other coordination mechanisms.
- Promote a culture of communication, coordination and collaboration with external stakeholders with field teams with peers, government and private sector.
- Develop Tweets and short stories to help articulate project impacts during field trips.
Leadership to support the development and strengthening of local staff capacity and accountable systems to enable the establishment and sustainability of efficient and effective operational structure (5%)
- Promote Somali staff empowerment through mentorship and support.
- Foster a culture of trust and mutual respect with the aim of empowering staff to take on more responsibilities.
- Providing Leadership in ensuring continous improvement change management at both strategic and operational level.
- Develop, implement and improve mechanisms to support Somali managers to take leadership of key processes which drive timely, accountable and quality implementation of projects.
- Pro-actively identify inter-departmental challenges, develop and improve systems and process to strengthen teamwork and promote a culture mutual accountability.
- Identify promising Somali staff and channel learning and exposure opportunities to promote their professional growth.
- Ensure regular interdepartmental meetings held at multiple levels to mobilize technical support (FSS, M&E and Technical Advisors) for Somali field teams.
Provide line management supervision to direct reports at Area Operations leadership, Supply Chain, and Associate Operations Director (5%)
- Develop and update performance management plans.
- Monitor staff performance and provide real-time feedback.
- Motivate staff members to learn new skills, take on new responsibilities and grow professionally.
- Take remedial actions for poor performing staff.
Knowledge/Qualifications For The Role
- Preferred Masters, but acceptable Bachelor's degree in international development, business administration, social and agricultural development studies;
- A minimum of 7 years' experience in humanitarian and development practice, with at least 5 years in management positions.
- Strong leadership skills with demonstrated experience either (i) leading/coordinating decentralized, multi-sector teams in fragile context; (ii) leading and/or supporting procurement process and/or (iii) development/improvement of performance management systems; (iv) government engagement.
- Experience in external engagement with NGOs, donors, private sector, etc. with the ability to represent the organization to a variety of stakeholders in a range of forums.
- Excellent oral/written and interpersonal skills.
- Confident communication and documentation skills.
- A team player with leadership qualities, excellent flexible project management skills, organization and dependability.
- Capacity to prioritize and manage a diverse range of staff members, projects and activities.
- Able to work on a cross-cultural environment with a multi-national and multi-agency staff members.
- Ability to solve complex problems and to exercise independent judgment;
- Capable of working independently and with demonstrated experience engaging a wide range of stakeholders.
- Experience working with or in fragile context settings.
Required Education, Training, License, Registration, And Certification
- Preferred Master but will consider Bachelors graduates (if other relevant experience is demonstrated)
- International relations/studies.
- Agricultural and/or food security science.
- MBA and/or market systems development.
- Public Health.
- Social science.
Working Environment/Conditions
- Mogadishu-based with frequent travel to field-offices and Nairobi back offices.
- 10% international travel
Physical Requirements
- Ability to travel to field locations in 4x4 vehicles.
