Functional Responsibilities:

- Support all missions (Low and High-Profile Road and Air missions) within Mogadishu and Somalia to support UNOPS/UNMAS programme activities.
- Liaises and coordinates with the local security escort and actively liaises with other UN agency security staff, host country police and military and local clan and community leaders regarding UNOPS/UNMAS missions and the safety and security of UNOPS/UNMAS personnel.
- Liaise with the local government security organizations to gather and assess information on security and safety matters that might affect UNOPS personnel and programmes located in various areas in the country and provide analysis of security related information obtained.
- Maintain close relations with UNDSS and assist UNDSS in performing their overall coordination role providing information and support on issues related to UNOPS.
- Provide support to the FSA/SSO in managing the flow of communication between the Security Office, sections and UNDSS.
- Act as the warden and security focal point for the UNOPS/UNMAS National staff.
- Review security arrangements for all operations, maintaining relevant instructions, such as security and evacuation plans for ready access by all parties;
- Support the FSA/SSO to ensure the smooth and efficient evacuation of UNOPS personnel members and designated personnel managing the implementation of UNDSS and UNOPS evacuation and extrication policies, and assuming leadership in the case of declaration of evacuation.
- Maintain regular contact with Local Security Focal Points of UN agencies.
- Conduct a daily security check and headcount for the National staff.
- Conduct a weekly Radio check for the international staff and report to UNDSS.
- Continuously send security notifications and advisories to all National staff.
- Collecting, updating, and communicating information regarding the security situation in the country to the FSA/SSO.
- Manage and perform daily monitoring, taking necessary action when required, and generate reports including but not limited to the update of UNMAS Phone Tree Live sheet.
- Supports actions during the implementation of the Security Plan.
- Support the FSA/SSO in monitoring compliance with Security Standards established for the duty station.
- Report security incidents affecting UNOPS/UNMAS staff, offices, and assets to the FSA/SSO.
- Collect information about security threats to UNOPS/UNMAS staff and assets, and provide data to FSA/SSO.
- Provide security advice to staff in an emergency and ensure the appropriate security measures are followed.
- Maintain and update the daily UNOPS/UNMAS staff and bunker lists.
- Provides general administrative support to the FSA/SSO.
- Coordinate with the transport team for resources for road missions.
- Monitor convoy movements and report to the supervisor.
- Support in coordinating security operations for specific events and visits.
- Maintenance of security equipment, including secure communications equipment, and ensure the proper functioning of security equipment.
- Prepare security situation reports, and maintain quality control and assurance of security files, presentations, and reports.
- Support the FSA/SSO with programme delivery in terms of Safety and Security.
- Support the FSA/SSO in establishing Standard Operating Procedures (SOPs) for all security-related duties for UNOPS/UNMAS premises and assets in Mogadishu and the region.
- Implement Standard Operating Procedures (SOPs) while travelling, including reporting procedures to the radio room and counteractions during carjacking, ambush, public riots & demonstrations.
- Assist the FSA/SSO in reporting on and auditing field security procedures in Mogadishu and the region, including security risk assessments, security clearance requests and implementation of risk mitigation measures.
- Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members.
- Arranges appointments, receives visitors and new staff.
- Plan and coordinate security operations for specific events and visits.
- Conduct security briefings for incoming UNOPS/UNMAS staff as appropriate.
- Maintains a database of contact details concerning host country security authorities.
- Perform any other relevant task or duty as instructed by the Mogadishu FSA/SSO or the Head of Project Unit (HPU).
Education/Experience/Language requirements:
Education:
- A first level University degree (bachelor's degree or equivalent) with two years of relevant experience, OR
- High School (Secondary or equivalent) with six years of relevant experience is required.
Experience
- Relevant experience is defined as experience in Security, Law Enforcement, Police, Close Protection or Military at the international level, national level or in a complex emergency setting.
- Computer Literacy is required.
- Within relevant experience, a minimum of 3 years of experience in security or operations services is required in national or international, public, or corporate organizations, including in the following areas; incident reporting, security administration support, security communication and telecommunication, warden system.
- Experince in report writing is required.
Certifications:
- Possession of a valid driver's license is a requirement.
Language:
- Fluency in English (writing, speaking, and reading) is required.
- Fluency in Somali (writing, speaking, and reading) is required.
