DRC Somalia is seeking a highly qualified Protection Coordinator with demonstrated experience designing and implementing programming that assists people on the move. The Protection Coordinator will draw from their knowledge of migration trends in East Africa, as well as relevant legal frameworks and policies affecting people on the move, to support the organization in developing and implementing a routes-based approach that will allow its programming to be adaptive, pro-active, responsive, and flexible. The role will support DRC's efforts to respond to the needs of people involved in mixed migration from their country of origin, throughout their journey in Somalia, and at their destination. As such the position will require coordination with other DRC country offices, as well as with the DRC-housed Mixed Migration Center.

The Protection Coordinator will be tasked to identify impactful and innovative approaches to migration-related programming that acknowledges and seeks to address the spectrum of issues faced by migrants, while strengthening DRC Somalia's existing programming across the eastern migration route. Fundamental to the responsibilities of the Protection Coordinator is to support DRC in ensuring the rigorous application of rights-based approaches to all migration-related programming.

Responsibilities

Monitoring, Reporting, and Development

  • Identify gaps in DRC Somalia's existing migration-related programming (related to geography, targeting and technical approach) and develop recommendations for addressing such gaps.
  • Support the field teams to conduct protection analyses and identify protection risks faced by people on the move along routes, including the causes and impacts of the risks. Based on analyses, support in defining target groups and appropriate responses.
  • Gather and share regular context and security analysis, operational challenges, and lessons learned while also regularly integrating this information for both conflict sensitive and adaptive programming.
  • Take the lead on mixed migration related proposals as relevant, and ensure that all proposed interventions are protection mainstreamed, regardless of sector, in close collaboration with DRC's grants, M&E and program staff.
  • Develop mixed migration-focused program monitoring tools.
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
  • Conduct program monitoring as per expected outputs and outcomes.
  • Support teams to monitor financial spending and budgets for all mixed migration projects.
  • Provide technical inputs and quality assurance to donor and other DRC reports.
  • Ensure that quality assurance systems are developed and applied, with particular reference to the Core Humanitarian Standard and age, gender and disability throughout the program.

Development of the Routes-Based Strategy

  • Based on collaboration with EAGL and MENA country offices and in consideration of current programming, identify opportunities for immediate collaboration between countries as a means to enhance and provide more comprehensive responses along all points of key migration routes. Collaborate with DRC's program teams to further articulate and refine the organization's routes-based migration strategy, which connects the organization's programmes across East Africa and Yemen,
  • Design and initiate a forum or mechanism to enhance coordination and information sharing related to migration programming between country operations and regions.
  • Collaborate with the MMC to inform and draw from their research agenda for the purpose of strengthening DRC's migration-related programming.

Management and Supervision

  • Provide technical supervision to mixed migration staff across Somaliland and Puntland, in collaboration with Area Managers.
  • Contribute to the recruitment and performance management of protection staff as needed.
  • Develop staff capacities on the rights-based approaches, participatory protection assessments and monitoring, and inclusion of vulnerable groups though training, mentoring, and coaching.

Qualifications and Experience

  • Minimum 5 years of practical experience in the mixed migration or protection sector;
  • Degree or Master's in social or political sciences or relevant discipline.
  • Documented skills in project planning and design, drafting, calculation, and technical writing.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Experience in project development.
  • Experience working with national partners, local/government authorities, and UN organizations.
  • Experience working directly with displaced populations.
  • Fluency in English.
  • Fluency in Somali would be an advantage

Conditions

*Contract:         *1 Year with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC's Terms of Employment; Employment band -Non-Management G

Availability:       15th November 2023

Duty station:    This position is based in Hargeisa, with frequent travel to field sites in Berbera and Bossaso.
