The United Nations High Commissioner for Refugees (UNHCR) representation in Somalia is seeking the services of a Assistant Information Management Officer to assist in the improvement of the Protection and Return Monitoring Network (PRMN) System. A UNHCR-led in partnership with the Norwegian Refugee Council (NRC) trend analysis project uniquely designed to monitor, document and reports on protection challenges and displacements, including returns of populations in Somalia.

In 2006, UNHCR and NRC implemented two separate monitoring tools: (i) the Population Movement Tracking (PMT) and (ii) the Protection Monitoring Network (PMN). However, to maximize effectiveness, the two projects (PMN and PMT) were merged in 2016 as the PRMN.

The PRMN project is an online data management system managed by NRC for UNHCR, with functional oversight by UNHCR. NRC engages national NGO partners across Somalia to monitor protection incidents and population movements including spontaneous returns, undertake emergency protection responses and provide reports and analysis to UNHCR for further dissemination and use by the humanitarian community.

Based on the user experiences and recommendations from the PRMN evaluation report and the IDP working group roadmap, the PRMN platform need improvement on data analysis process to improve the turnaround time from data collection to reporting. The overall objective is to increase the visibility of PRMN through additional information analysis on displacement, return and protection incidents for effective coordination and timely humanitarian response in Somalia.

In addition, the Assistant Information Management Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Purpose and Scope of Assignment

The data analyst will report to the UNHCR Information Management Officer in coordination with the UNHCR Protection Team on a time-and-material basis, and will be expected to:

  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile, aggregate and analyze various protection/displacement data including PRMN and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Support the operation in the analysis of Protection & Return Monitoring Network (PRMN) data and information and perform data quality and consistency control.
  • Assist in training staff involved in information management activities, including data collection and data entry teams.
  • Contribute to scenario building and predictive analysis using the PRMN historical data
  • Work with the technical team to automate data flows and reduce reliance on manual data work
  • Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • Share UNHCR data with partner agencies/donors and maintain Portal data and information in- line with agreed frequencies.
  • Provide technical Information Management support to Needs Assessment processes, Participatory assessment, Vulnerability Screening specifically in data collection, processing/collation and analysis.
  • Develop necessary forms in KoBo, ODK for data collection purpose.
  • Liaise with partners and represent UNHCR in meetings related to the functions.
  • Make recommendations and provide advice on the technical information management requirements.
  • Perform other duties as required.

The Assistant Information Management Officer is expected to deliver the following:

  • Support UNHCR Information Management Officer to compile, aggregate and analyze various protection/displacement data including PRMN and information elements required to produce standardized information products
  • Improve PRMN visibility to humanitarian agencies through sharing of timely information products to support coordinated emergency response
  • Enhance protection analysis to support prioritized and targeted response
  • Improve data sharing to support joint assessment activities with other stakeholders

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.

The data analyst should have the following qualifications:

  • Strong knowledge in Microsoft Excel, Power BI, data analysis and statistical skills
  • Demonstrated experience using Microsoft Word and PowerPoint to create reports and presentations for multiple audiences
  • Ability to manage highly sensitive/confidential information discretely and securely
  • Strong written communication skills with experience synthesizing in-depth research into clear and well-written reports
  • Excellence in spoken and written English
  • Education (Level and area of required and/or preferred education)
  • University degree in at least one of the following fields of expertise: data science, computer science, applied mathematics/statistics, finance/economics, psychology, Social Science or Information Management.

Work Experience

  • At least 3 years’ experience in data analytics
  • Experience in a humanitarian or international organization is an asset. Experience in the UN/UNHCR is an asset
  • Knowledge on UNHCR Protection principles and UN guiding principles on IDPs is an asset Knowledge on data management and database management system (MySQL, SQL Server) Basic knowledge on programming language (R, Python, .NET) is an asset
