Overview & Responsibilities

Somaliland's Anti-Money Laundering Law No. 87/2019, approved in December 2019, formally established a Financial Intelligence Unit (FIU) that is an independent department within the Bank responsible for receiving, requesting, analyzing, and appropriately disseminating information concerning money laundering and terrorist financing. The Bank has requested an assessment of the physical security of the FIU Department to improve the protection of the department's staff and sensitive information.

IDLO is seeking to recruit a Data Protection Trainer to develop data protection policy for effective reporting and implementation of Somaliland AML/CFT Law and to provide targeted trainings to officials from reporting entities and law enforcement agencies based in Somaliland. The expected final deliverables of the assignment are:

  • Support the FIU in the development of Data Protection Policy.
  • Develop specific training manual for reporting entities on the data protection policy and reporting guideline to 40 participants from Somaliland-based financial institutions to enhance their knowledge and capacity to comply with their obligations for reporting and data protection under the AML/CFT law and other Bank AML/CFT regulatory requirements.
  • Develop specific training manual for FIU and Somaliland Law Enforcement Officials on the data protection policy and reports received under AML/CFT laws and regulations and deliver training to 30 FIU and law enforcement officials to enhance their knowledge for protection of reports, information, and cases related to enforcement of AML/CFT laws and regulations.

The Data Protection Trainer will be recruited into and embedded within the FIU Department of the Somaliland Bank for a duration of 40 days. She/he will work under the direct daily supervision of the Director of the FIU Department.

Job Requirements

Education and Professional Experience

  • Advanced university degree (master's degree or equivalent) in Information and Communication Technology, Cyber Security, Law or related field;
  • 4+ years of project management, stakeholder management, and business analysis in IT, compliance, cybersecurity, or related field.
  • 3+ years of demonstrated experience with data protection, privacy or responsible data activities, or data management, preferably with a compliance focus or in a humanitarian context.
  • Experience with digital security awareness topics and best practices and/or implementing regulations such as GDPR, NDPR, CCPA, HIPAA or frameworks such as NIST, ISO, etc.

Languages

  • Fluency in written and spoken English;
  • Fluency in written and spoken Somali an asset but not a requirement.

Specific Knowledge, Skills And Competencies

  • Proven experience in Data Protection.
  • Strong Understanding of Money Laundering and Terrorist Financing risks.
  • Strong Understanding for GDPR requirements, procedures and aims.
  • Good understanding of the Somali context an asset.
  • Ability to meet deadlines and respond to feedback in a timely and professional manner.
  • Strong analytical, writing, and editing skills.
  • Proven experience of working with government institutions/regulators, executive committees or similar leadership.
  • Proven experience of developing and conducting of trainings.
  • Strong communication and interpersonal skills, and the ability to develop excellent relations with national counterparts.

Terms & Conditions

Duration of consultancy assignment -- 40 days. Timeframe of consultancy delivery: November 2023 -- March 2024. Expected start date -- beginning November 2023 (TBD). Deadlines -- by agreement with the hiring manager
