Role And Responsibilities

As the lead agency of the Building Resilient Communities in Somalia (BRCiS) Consortium, IRC in partnership with NRC and other BRCiS Members, is seeking a M&E Manager for a USAID-funded 5-year project in Somalia. This position is part of a Bureau for Humanitarian Assistance (BHA)-funded 5-year resilience and food security activity (RFSA), aimed at facilitating a graduation out of poverty pathway. The project focuses on urban settlements in Somalia, engaging both internally displaced persons (IDPs) and host communities.

The BRCiS Consortium is seeking a Monitoring and Evaluation (M&E) Manager to lead the M&E efforts of this innovative project. The M&E Manager will play a crucial role in ensuring that the project effectively achieves its objectives and delivers high-impact outcomes. The manager will be responsible for developing and implementing a comprehensive M&E framework, fostering evidence-based programming, and establishing robust feedback loops with consortium members, the donor, and the local population.

This position is contingent on the BRCiS being awarded funding and is anticipated to begin in August 2024.

The following is a brief description of the role.

The BRCiS RFSA M&E Manager - Is Responsible For

Design and Implementation of M&E Framework:

  • Develop and implement a comprehensive monitoring and evaluation plan for the project to support evidence-based decision-making.
  • Ensure alignment of M&E activities with BHA guidelines and project objectives.
  • Compliance and adherence to NRC policies, guidance and procedures
  • Design tools and methodologies for data collection and analysis.

Data Management And Analysis

  • Collect and manage data.
  • Analyze data to evaluate the effectiveness of interventions and identify areas for improvement.
  • Ensure data quality and integrity.

Consortium Engagement

  • Lead the M&E component of the project, ensuring collaborative efforts among partners.
  • Coordinate with consortium partners to harmonize M&E strategies, ensuring consistency and efficiency.
  • Facilitate knowledge sharing and best practices among consortium members.
  • Learning, training and development of all staff, including a strategy for national staff development

Reporting And Communication

  • Prepare regular M&E reports for internal and external stakeholders, including BHA.
  • Communicate M&E findings and insights to the project team and stakeholders.
  • Support the development of case studies and success stories.
  • Support Management Unit and Members in using data to inform and improve project strategies and activities.
  • Organize learning events and workshops for project staff and consortium members -- in collaboration with the CLA lead.

Collaboration And Coordination

  • Coordinate with other project components to ensure integration of M&E.
  • Embed CLA practices in the M&E framework to foster continuous learning and adaptation of project strategies.
  • Monitor and provide feedback on how data and insights is being used to inform strategic decisions and project adaptations.
  • Liaise with BHA representatives, government officials, and other stakeholders.
  • Participate in relevant forums and networks related to M&E in food security and resilience.

Accountability

  • Coordinate the implementation of accountability mechanisms to the local populations, ensuring transparency and ethical standards in all operations.
  • Promote a culture of responsiveness and beneficiary engagement throughout the project lifecycle.
  • Conduct regular reviews of the M&E and accountability systems to ensure compliance with BRCiS Consortium and BHA guidelines.

Critical interfaces

By Interfaces, NRC Means Processes And Projects That Are Interlinked With Other Departments/units Or Persons. Relevant Interfaces For This Position Are

  • NRC and Consortium Partners Country, Regional, and Head Offices
  • BRCiS RFSA Consortium Management Unit staff -- including shared services with BRCiS Consortium Management Unit for other BRCiS programs (FCDO, World Bank, EU, etc.)

Competencies

Competencies Are Important In Order For The Employee And The Organisation To Deliver Desired Results. They Are Relevant For All Staff And Are Divided Into The Following Two Categories

  • Professional competencies
  • Master's degree in a relevant field (e.g., International Development, Statistics, Economics).
  • At least 5 years of experience in monitoring and evaluation in humanitarian or development contexts.
  • Experience working in the East Africa and/or Somalia on food security, poverty alleviation, durable solutions and graduation programming, including previous RFSA or DFSA experience.
  • Proven experience in designing and implementing M&E systems for international development projects, and specifically multi-year BHA funding.
  • Strong analytical skills and proficiency in statistical software and data visualization.
  • Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation;
  • Excellent, management, communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
  • Knowledge of BHA regulations and compliance requirements.
  • Fluency in English is required; proficiency in Somali is an advantage.
