NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC's five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC's East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC's overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Specific responsibilities

Partnership Coordination

  • Establish and manage the BRCiS III Partnership Working Group with co-leadership from BRCiS III Somali Member organisations KAALO and GREDO and participation by all BRCiS Members and DS partners.
  • Promote and apply the BRCiS III Localisation Strategy, building a strong understanding of and support for the strategy by all BRCiS III stakeholders (Members, DS partners, communities), and ensure that BRCiS' partnership principles, skills and approaches are actioned.
  • Facilitate systematic DS partner feedback on BRCiS CMU and Members' management of DS partnership relationships, including the documentation of, and response to partner feedback.
  • With BRCiS Member focal points (who are the primary relationship holder with DS partners), ensure that DS partners are included in all consortium coordination platforms by proactively seeking to understand and remove obstacles to their engagement.

Consortium Capacity Strengthening

  • Lead BRCiS Members and DS partners through the development of minimum standards for capacity strengthening activities including discussion facilitation, technical leadership/advice, preparation of formal guidance documentation (including for publication), and revision of guidance over time.
  • Focus capacity strengthening discussions on the strategic plans and ambitions of DS partners while also considering mandatory risk management controls as per the FCDO AGA.
  • Oversee adherence by BRCiS Members to bilateral capacity strengthening plans (implemented directly between INGO Members and respective DS partners as per INGOs' partnership policies and BRCiS III minimum standards).
  • Coordinate across the CMU to prepare and deliver capacity strengthening activities for BRCiS III Somali Member organisations
  • Coordinate with BRCiS III Workstream Co-Leads and CMU Programme and MEAL Teams to identify and deliver opportunities for cross-consortium capacity strengthening and other learning exchange on technical/programmatic subjects.
  • Coordinate with CMU Programme and Finance Teams to identify and deliver opportunities for cross-consortium capacity strengthening and other learning exchange on organizational capacity.

BRCiS Small Grants Fund Management

  • With the support of the BRCiS III CMU Project Manager and the Inclusive, Shock Responsive Leadership workstream develop technical approaches, tools, guidelines, assessments, and monitoring and evaluation approaches for Small Grant Fund activities (i.e., direct funding to grassroots, community groups through an approach similar to Survivor Community-Led Response).
  • Lead on implementation of Small Grant Fund activities, including field-based engagement with BRCiS Member and DS partner staff and individual community groups
  • Engage with Member field focal points to monitor Small Grant Fund activities, including through field monitoring visits and reporting practices that are flexibly adapted to the Small Grant modality.

Critical interfaces

  • Small Grant Fund management: community-based organisations/committees/informal groups, BRCiS Members' project managers, BRCiS III CMU Project Manager, BRCiS CMU Programme Manager, BRCiS MEAL & Finance teams
  • Project quality control, Member capacity development, and routine support: CMU Programme Manager, CMU Finance Team, CMU MEAL Team, BRCiS Members' project managers, downstream partners of BRCiS members, other field focal points
  • Advocacy: BRCiS Chief of Party, CMU Programme Manager, BRCiS and NRC Somalia Communications and Advocacy Team, BRCiS Programme Steering Committee

Competencies

Professional competencies:

  • Applicable degree in international relations, business, economics or related field.
  • 3 years' experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa.
  • Demonstrable experience working for or in close partnership with local organisations in Somalia.
  • Professional capacity to communicate in written and spoken English.
  • Fluent in Somali language and able to engage directly with communities.
  • Ability to work closely with field based national staff and experience in various staff training and development approaches.
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks.
  • Ability to write high quality concept notes and technical sections for donor proposals.
