What we are looking for

All NRC employees are expected to work in accordance with the organization's values. To be dedicated, The Shelter and Settlements Specialist will provide technical oversight and strategic direction to Country and Area offices to further the development of the Shelter Core Competency (CC). The Specialist will provide quality assurance for all projects, fundraising for the Shelter CC, develop a collaborative country strategy, capacity build staff through mentoring and training to increase the technical capacity of the staff, advocacy and coordination.

What you will do

Generic responsibilities:

  • Develop Shelter Strategy, technical guidance and Macro LFAs.
  • Ensure compliance with and adherence to NRC policies, guidance and procedures.
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  • Identify trends technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:

  • Lead the expansion of NRC's Shelter & Settlements portfolio in Somalia, through the development of technically sound and evidence-based concept notes, proposals and budgets in close coordination with relevant programme and support staff.
  • Lead the revision/development of the shelter CC Strategy as part of the broader Country Strategy development process.
  • Participate in NRC multi-sector planning and programme design initiatives, providing technical guidance and support during the planning and design phase.
  • Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.

What you will bring

Professional competencies

Generic professional competencies:

  • Minimum 4 years' experience within technical expertise area in a humanitarian/ recovery context.
  • Experience from working in complex and volatile contexts.
  • Proven expertise in shelter programming in emergency settings and urban areas.
  • Previous experience in developing and following up shelter program strategies.
  • Documented results related to the position's responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

Context related skills, knowledge, and experience:

  • University degree or higher education in engineering.
  • Ability to prioritize needs and carry out multiple tasks simultaneously.
  • Experience from working in complex and volatile contexts.
  • Experience with Program/program start-up, exit or similar strategies.
  • Prior experience and proven capability in training and capacity development.
  • Proven skills and experience in report and proposal writing.
  • Knowledge of Somalia context and response.
  • Knowledge or Somali language is an asset.

What we offer

  • Duty station: Somalia -- Garowe, Baidoa or Kismayo.
  • Travel: 50%
  • Salary/benefits: grade 9 on NRC's national salary scale.
  • Duration of Contract:12-moths fixed-Term national contract (Renewable based on funding, performance, and the need for the position).
